Question about unlocked phones.

So with the announcement of the htc 10, I'm very interested in buying one but only under certain circumstances. However being on Verizon, they almost always lock the boot loaders on their phones which made customizing my note 3 impossible. As I've read in certain sites I'd have to purchase a phone for full price from the manufacturer to allow some boot loaders to be unlocked. So if I go onto the htc site and select "unlocked" it only says compatible with T-Mobile and ATT. Does this mean the unlocked variant doesn't work on Verizon networks? Does this "unlocked version" even mean the boot loader is unlock able, or does it mean that you can use it on multiple carriers?

Finally, if I did buy/select a Verizon model directly from htc, is the phones boot loader locked? Does it come with the horrible Verizon bloat, etc? Sorry if this seems like a very "noobish" question, I just hate being locked down like Verizon does.
