Ulefone Paris not connecting to cell phone network?

Hi,
i have new ulefone paris But having issue for which i cannot connect to virgin mobile or bell network in Canada.
The phone finds the sim card , network- but not connecting. it says Emergency calls only. if anyone knows how to solves this please advise..
